The simple answer is yes.
Most of the equipment you need to make soap are normal kitchen items, but you may have to buy a few things. Once you have this, the only cost is for oils, fats and lye and maybe a few bottles of distilled water. These items can be obtained very cheaply and the cost is far less than store bought soap, with the added bonuses that it lasts far longer than store bought soap and is a lot better for your skin too.
